The type KIHA 17 was introduced in 1953 based on the type KIHA 44500 prototype for a liquid fuel diesel vehicle. Initially these trains ran with KIHA 17 cars or with intermediate cars such as KIHA 18 and Kiroha 18, but after successor cars from the type KIHA 20 were introduced, mixed consists including these types became common. The narrow body width used to reduce weight and the low seat back height meant passenger facilities were inferior to the type KIHA 55 and later trains. As the cars deteriorated over time they were replaced by the type KIHA 40 and withdrawn by around 1980.
