The type KIHA 40-400 was introduced in 1996 as a modified version of the type KIHA 40-700 with a strengthened drivetrain, enabling single-car operation during snow removal duties. The type 400 succeeded the type KIHA 53-500 that served the terminal section of the Sapporo-Numazu Line. It is characterized by a stripe cut by the connecting door and green boarding and alighting doors.
