The KIHA series 400 was introduced in 1988 as a modified KIHA series 40 train to replace Soya Main Line passenger express services such as the Soya with diesel cars.
When introduced on the overnight express Rishiri, it was fitted with Suhanefu 14 type sleeping cars. In later years, modified KIHA 182 cars that became available after conversions to tatami rooms were also used.
High grade (HG) specification (KIHA 400 and 480 only)

- Printed headmarks included for Rishiri, Soya, and Sarobetsu, which in reality were operated separately from the Suhanefu.
- Express display printed on the front.
- Sleeping car emblem on the Suhanefu and Sleeping Car lettering plus a train name logo printed on each car.
- Shoe prints and door rails printed in silver.
- Affiliation and ATS notation printed.
- Selectable car numbers and included transfer sheet.
- Head and tail lights and front display equipped with a constant lighting circuit board and an ON-OFF switch (no circuit board on the Suhanefu series 14).
- Head and tail lights and front display illuminated by white LEDs.
- Headlights use a color prism to produce a color close to incandescent light.
- Black wheels and a new current collection system.
- Flywheel powered for smooth running.
