The 103 Series Commuter Train was introduced as a prototype in 1963, and the mass production for the Japan National Railways commuter train began in 1964. Initially deployed on the Yamanote Line, the 103 Series featured a low driver's cab and lacked air conditioning. However, as driving technology progressed, specifications were updated accordingly, and new sets of this series were introduced to the Yamanote Line multiple times.
Eventually, the Yamanote Line was almost exclusively standardized with the latest high driver・€・s cab and air-conditioned trains, but due to years of replacements and reconfigurations, several early models without air conditioning were still included in some sets.
From 1984, the deployment of the 205 Series commenced, and with the opening of the Saikyo Line the following year, these trains were repurposed and ran on the Yamanote Line until 1988 and on the Saikyo Line until 1990. The 103 Series in uguisu color with a high driver's cab combined with early non-air-conditioned cars also operated on the Yokohama Line, in addition to the Yamanote and Saikyo Lines.
