The NSE (3100 series) was introduced in 1963 as part of the effort to enhance sightseeing transportation capacity. Inheriting the low center of gravity and articulated structure from the traditional SE cars (3000 series), it featured a deluxe design with the driver's cab located on the second floor and the front of the car serving as an observation area. From 1977 to the following year, air conditioning units were added to improve cooling capacity. After the introduction of the new LSE (7000 series) in 1983, a variety of renovations were carried out, including the implementation of automatic retractable faceplate destination displays and changes from pentagonal to rectangular shapes, expansions of café and sales corners, the adjustment of some door positions, and changing the outer gangway covers to a urethane core design.
