- Introduced in 1938 (Showa 13) with a hipped-end and rounded roof profile, 1-meter wide passenger windows, TR23 bogies, and a welded-heavy structure.
- Production paused in 1942 and resumed after the war, when material shortages and evolving construction methods produced a distinct “postwar” form.
- Later production adopted the TR34 bogie, an improved domestic roller bearing version developed from the TR23 plain bearing design.
