The Series 211 was introduced from the end of the JNR era in 1986 until the early days of JR. The 0 and 2000 series were deployed on the Tokaido Main Line, while the 1000 and 3000 series were introduced to the Takasaki and Utsunomiya lines. Following the introduction of the E231 series, these trains were relocated to the Nagano area in 2013. At this time, the 0 and 2000 series were shortened to six cars, and the 1000 and 3000 series to three cars. They were also equipped with single-arm pantographs and cold-weather gear, allowing them to remain at the forefront of commuter transport on routes such as the Chuo Main Line, Shinonoi Line (between Tachikawa and Nagano), the Oito Line (between Matsumoto and Shinano-Omachi), and the Iida Line (between Tatsuno and Iida).
