The series 14 seating cars were introduced in 1972 as passenger coaches offering equipment comparable to limited express trains, including simple reclining seats and heat-absorbing glass for the cabin windows. From 1968 onward, the expansion of high-speed services linking Shinkansen stations and regional cities increased demand for limited express services. The series 12 coaches were sometimes used on limited express services but lacked sufficient equipment, which led to the development of the series 14 seating cars. These coaches served widely across Japan except Shikoku, appearing on seasonal limited expresses, charter trains, and express services.
