The Series 14 seating car was introduced in 1972 as a passenger coach offering equipment comparable to limited express cars, including simple reclining seats and heat absorbing glass in the passenger windows. After 1968, development of a high speed train network connecting Shinkansen stations with regional cities led to timetable upgrades and an increase in limited express services. The earlier Series 12 coaches, based on express electric train designs, were sometimes used on limited express services but lacked the full equipment expected for limited express service. The Series 14 seating car was created to meet those needs and saw wide use nationwide except for Shikoku, operating on temporary limited expresses, chartered group trains and express services.
