WARA1 is one of the most popular JNR covered freight cars, with more than 17,000 units produced between 1962 and 1966. Developed in the 1960s to meet rising rail freight demand, it was based on the two-axle WAMU60000 and enlarged to the maximum extent, enabling an additional 2 tons of capacity compared with earlier designs and improving transport efficiency.
