The Hokoku Maru, together with its sister ships Aikoku Maru and Gokoku Maru, was a passenger-cargo ship built by Osaka Shosen under the Excellent Shipbuilding Subsidy Facility for potential military use during emergencies. Completed in June 1940, the ship initially operated on the South African route only once and was mainly utilized on the Dalian route. In August of the following year, it was requisitioned by the Navy and converted into an auxiliary cruiser equipped with eight 15 cm single guns and twin 53 cm torpedo tubes. After entering service, it formed the 24th Squadron with Aikoku Maru and participated in commerce raiding operations in the Indian Ocean. In November 1942, it was attacked by a Dutch armed tanker and an Indian Navy minesweeper and subsequently sank off the Cocos Islands.
