The HOKI9500, introduced between 1970 and 1972, is a 35 t open hopper car produced for construction material transport for the new Tokyo International Airport (Narita Airport). A total of 193 cars were built, sharing the same basic form as the HOKI2500. After airport construction ended, many cars were transferred to private owners and continued service as privately owned freight cars. The group that moved to Japan Oil Transport in 1977 was repurposed for limestone transport. HOKI2500 and HOKI9500 cars were commonly operated together between Okutama Station on the Ome Line and Hamakawasaki Station on the Nambu Line, becoming a familiar sight as freight trains running through residential neighborhoods.
- The HOKI9500 model is produced in the appearance used from 1983 onward when the regular depot marking changed to Nagoya Nanko Station.
- Realistic, busy detailing reproduced on the sides and ends, including side ladders, handrails, door hinges, end ribs, and air pipes.
- Molded parts representing a load of limestone are removable to recreate an empty or deadhead condition.
- Fitted with TR213 bogies whose spring areas are covered.
