The SAHA 78 series appeared as trailer cars for the wartime-designed MOHA 63 series. Some cars were built as SAHA 78 from the start, while others were converted from unelectrified MOHA 63 vehicles and incorporated into this series.
Initially used on commuter lines in the Tokyo and Osaka areas, these trains were later shifted to the suburbs of the Tokyo metropolitan area as those lines were modernized. Some units were refurbished with updates such as aluminum window frames and continued in service until the late 1970s.
