In the late 1940s, immediately after the establishment of the Japanese National Railways, many wooden passenger cars were used across the country. Due to aging and safety concerns, these were replaced with steel-bodied cars. With the exception of first class, these steel cars were used on local services and retained features such as the same seat pitch as the old wooden cars and the omission of seat upholstery.
