The 223 series 2500 series is a Hanwa Line train developed from the 2000 series, originally used for Special Rapid Service on the Tokaido and Sanyo Main Lines. The 2500 series mainly comprises the third batch of cars added in 2008 to standardize Hanwa Line formations from 5- and 3-car sets to 4-car sets. These trains run both as formations composed entirely of 2500 series cars and as mixed formations including Saha 223 series 0 cars that were reconfigured.
From 2022, sets made entirely of 2500 series cars were transferred to the Suita General Rolling Stock Center Kyoto Branch and redeployed to the Sagano Line, Kosei Line, and Kusatsu Line.

- Headlight lighting function activates regardless of direction when two leading cars are coupled.
- Driver's cab side of the leading car is equipped with a TN coupler (SP) with a small body mount.
- New current collection system and silver wheels for reliable operation and realistic appearance.
