In 1968, Japanese National Railways increased the timetable speed for freight trains to 75 km/h. Freight cars that were not compatible with higher-speed operation were marked with a yellow stripe and designated as 65 km/h limited cars. These cars were mainly used in Hokkaido, where slower freight services continued after the 1968 revision. The Chisa 1600 series was a three-axle flatcar modified from the wartime Toki 900 series. Along with Chisa 100 series cars built in the Taisho era, some units continued in timber transport service even after the 431 timetable revision.
