The 103 series, introduced in 1976, was developed to replace older trains and became a mainstay on lines such as the Ome Line. It later replaced the 101 series on the Musashino Line and saw regular service on the Ome Line, Itsukaichi Line, and Musashino Line. After JR privatization, high cab ATC trains were introduced to replace early 103 series sets. In later years, these high cab ATC trains were formed as 4-car and 6-car sets for the Ome and Itsukaichi lines and 8-car sets for the Musashino Line. They remained in service until replaced by the 201 and 205 series.

- Front display uses a color prism to achieve a near white illumination. Front display is interchangeable and includes pre-printed parts.
- Selectable car numbers supplied via transfer sheet.
- TN couplers (SP) are standard equipment.
- New current collection system and black wheels installed.
- Flywheel-equipped motor and M-13 motor included for smooth operation.
