The 209 series 0-series commuter train debuted in 1993.
This series was mainly introduced on the Keihin-Tohoku Line and Negishi Line, replacing the 103 series, which had been manufactured during the Japanese National Railways (JNR) era.
In 1996 the SAHA 208-0 6-door car was introduced for use as an intermediate car.
