Series EF65-1000 locomotives appeared in 1969 as versatile DC electric locomotives suitable for both passenger and freight service. They were widely used on electrified flat DC lines across Japan, hauling Blue Trains and freight trains. After the JR transition, the locomotives received JR markings on the body and exhibited several exterior differences from the JNR era, including changes to roof color and the addition of radio antennas.
EF65-1118 was introduced in 1997 to replace the aging EF65-1019 Rainbow. Its distinctive design features a large EF65 logo on the body that also extends onto the side glazing. Initially the H rubber around the windows was gray, but it was changed to black during an inspection in March 2000. In 2006 it received air conditioning equipment, and in the 2009 inspection the portion of the EF65 logo that covered the side glazing was removed.
