Series EF65-1000 locomotives debuted in 1969 as versatile DC electric locomotives suitable for both passenger and freight service. They were widely used across Japan on electrified flat DC lines hauling Blue Trains and freight services. After transition to JR, the locomotives gained JR markings and saw exterior changes such as roof color updates and added radio antennas.
EF65-1118 entered service in 1997 as a replacement for the aging EF65-1019 Rainbow locomotive. It is notable for a large EF65 logo on the body that extended onto the side windows. Initially the H rubber around windows was gray, but it was changed to black during an inspection in March 2000. Air conditioning was added in 2006, and during a 2009 inspection part of the EF65 logo that overlapped the side window was removed.
